Probably both because of budget and technology. The voice and music in the Loom CD version is all stored as standard CD audio tracks, instead of digital sound files on the CD itself (probably to keep the audio quality high, instead of the standard crap 8 bit digital audio common to games of that era). That seems to sort of limit how much audio is going on since using actual CD audio like that extremely limits interactivity, and reduces the number of minutes you can have of dialogue. I bet the closeups were cut just so they didn't have to pay someone to re-paint them like they did for the 256 color version of Monkey Island 1 (that's just a guess though).
